What was the name of this cartoon that had a fox wearing a laplander hat?

I can't remember a single thing other than what the character looks
like. I think it is either late 90's early 2000's cartoon. Some fox
creature that wore a laplander hat,never really saw it's eyes and wore
baggy clothes. any ideas???
